On December 14, 2017, Bloomfield resident Zoe Dowdell, 20, passed away. He was a devoted brother to Zayda Dowdell and the beloved son of Sherene Fagon and Shawn Dowdell.
On July 9, 1997, Zoe was born in Norfolk, Virginia. He lived in Bloomfield most of his life after moving to Connecticut with his family.
In addition to attending Bloomfield Public Schools, Zoë played football for the Bloomfield Raiders. His love of music, dancing, family, and friends dominated Zoe’s life.

Zoe Dowdell Death: Rapper Shot To Death
20-year-old Zoe Dowdell passed away in 2017 due to a cop shooting shot.
According to the authorities, Dowdell and the two teenagers were suspected of being involved in several violent armed car thefts. They attempted car thefts that occurred in New Britain before the deadly shooting.
When the Police attempted to pull over the car on the evening of December 14, 2017, Dowdell was reportedly in the vehicle with two teenagers.
Videos from a dashboard camera showed a car with Dowdell and the teens backing onto the sidewalk, colliding with what appear to be unmarked Police cars, and then veering directly into the cops, who then opened fire on the vehicle.
The 28 shots the cops fired at the automobile were discovered after a 13-month probe. The other two teenagers were also hurt but pulled through and were accused of robbing.
According to the autopsy report, Dowdell was shot four times: once through the neck, twice in each of his legs, and once in the back of the skull. The New Britain Herald reported that he was pronounced dead at the hospital that evening.
Although there was no indication that the guns were used in the shooting, authorities claimed two guns had been discovered inside the automobile.

Who killed rapper Zoe Dowdell?

Shawn Dowdell, Dowdell’s Father, had to learn about his son’s passing through social media.
According to reports, the shooting of two of the cops was lawful since it’s conceivable that they feared for their lives as the suspect’s automobile approached them.
Because they believed they were firing at the car to stop the suspects from escaping and to ensure public safety, the other three cops were acquitted.
All five shooting participants have been on restricted duty for the past year.
The ACLU of Connecticut demanded that New Britain and the Connecticut State Police turn over all records and information about Zoe Dowdell’s death at the hands of New Britain Police and the circumstances surrounding it on behalf of Shawn Dowdell.
These records and information included 911 dispatch logs and recordings. The New Britain Police Department turned down the Connecticut ACLU of Connecticut’s request for information, and the Connecticut State Police remained silent.
After the Connecticut Freedom of Information Commission (FOIC) rejected a proposed decision from the FOIC hearing officer, the Fairfield State’s Attorney released information to the public, and Police provided information to the client in January 2019, more than a year after New Britain Police shot and killed Zoe Dowdell.
Police work should be subject to the safeguards and check that democracy needs and should not be done without sunlight or the Constitution.
At the very least, the public needs complete transparency when Police shoot and kill someone.
