Sam Ke Ting Accident Update: She Apologizes to Parents of Eight Children Who Died in 2017 Accident After Being Freed in Modified Bicycle or “Basikal Lajak” Case
Sam Ke Ting faced reckless or dangerous driving charges under Section 41(1) of the Road Transport Act on March 28, 2017.
The charge was related to an accident on February 18, 2017, at approximately 3:20 am on Jalan Lingkaran Dalam in Johor Bahru, which allegedly caused the deaths of eight teenage cyclists.
Following a two-year trial from August 2017 to August 2019, during which the prosecution presented 46 witnesses, Magistrate Siti Hajar Ali decided to acquit Sam on October 28, 2019, without calling her to enter a defense.

Sam Ke Ting Accident Update: Court Of Appeal Frees In Basikal Lajak
Sam Ke Ting, who was acquitted of a charge of dangerous driving causing the deaths of eight teenagers riding modified bicycles in Johor Bahru in 2017, has apologized to the victim’s parents.
Despite acknowledging that her apology cannot undo what happened or provide solace to the parents, she conveyed her remorse to reporters after the court proceedings.
Ting revealed that she did not intend to cause the accident during the early hours on February 18, 2017. She also admitted to carrying guilt that would stay with her forever.
The Court of Appeal freed Sam after finding the charge under Section 41(1) of the Road Transport Act to be defective.
Before this, the Johor Bahru High Court had convicted and sentenced her to six years imprisonment and a fine of RM6,000, or six months jail in default, for the same charge.
Upon the conclusion of her appeal to the High Court, Sam’s request for bail pending an application for leave to appeal to the Court of Appeal was rejected, and she was ordered to begin her jail term immediately.
However, the Court of Appeal granted her leave to appeal and bail. Sam raised six questions of law at the appeal, including the admissibility and corroboration of a statement she made from the dock during the trial.
Following her sentencing on April 13, Sam was initially denied bail and a stay of execution by High Court judge Justice Abu Bakar Katar.
However, a three-member panel from the Appeals Court, chaired by Justice P. Ravinthran, overturned this decision and granted Sam bail of RM10,000 (approximately S$3,209) while her appeal was being heard.
Sam Ke Ting Accident Case In Detail
In April 2022, Sam Ke Ting, a local clerk, was sentenced to six years in prison and fined RM6,000 (US$1,358) after being found guilty of causing the death of 8 young cyclists on February 18, 2017 while driving along a dimly lit road in Johor Bahru.
An investigation by the Police showed that Sam was not speeding and was not under the influence of drugs or alcohol.
The deaths occurred after many youths riding modified bicycles collided with Sam’s vehicle on the poorly lit, winding road.
Sam was convicted despite being initially acquitted of reckless driving by the magistrate’s court in 2019.
The case also brings attention to the basikal lajak, a type of bicycle that has been extensively modified by removing safety features like brakes and lights.
However, a recent ruling by the court of appeal has overturned Sam’s conviction.
A three-judge panel led by Justice Hadhariah Syed Ismail agreed that the charge under Section 41(1) of the Road Transport Act 1987 was defective.
Despite the previous guilty verdict and sentence, this latest ruling has led to Sam’s acquittal.
Many had considered Sam’s sentence unfair due to the nature of the accident, which some deemed a freak accident.
