Otieno’s mother had told the Richmond Times-Dispatch last week that her son had battled the mental disease since his late teens but had no history of aggression.
She also stated that, even though her son was brought to the jail over the weekend, he would not be given medication to treat his mental health problems until he saw a jail doctor on Monday.
According to Virginia State Police, when Otieno was scheduled to see the jail doctor that Monday, he was taken to Central State Hospital, where he was restrained and eventually died.
